Character background and universe (Lore)

Rob Lucci is an elite agent of the World Government in the One Piece universe. He first appears as a member of CP9, a secret unit specialising in espionage, infiltration and assassination missions.

Lucci is a master of Rokushiki, a set of extremely advanced physical techniques used by World Government agents. He also possesses the powers of the Neko Neko no Mi, Leopard Model, a Zoan-type Devil Fruit that allows him to transform into a leopard or a human-leopard hybrid.

His clash with Monkey D. Luffy at Enies Lobby ranks among the most memorable battles of the first half of the series. In it, Lucci demonstrates exceptional strength, stamina and mastery of hand-to-hand combat.

Later, Rob Lucci reappears as a member of CP0, the elite intelligence organisation directly linked to the highest echelons of the World Government. His development confirms his status as a major and recurring adversary of Luffy and the Straw Hat crew.
